This comes from the special edition manga story in Bishoujo Senshi Sailor Moon, Casablanca Memory's. In this scene, Rei is remembering various meetings with her father's assistant, Kaidou. This kind of explains Rei's past, which was left a mystery when she first appeared in the manga.
